So glad I clicked on this. While this might just be tongue-in-cheek, this is actually pretty much what happens when fans are just way too wrapped up in seeing more of their favorite characters on-screen for the sake of seeing them on-screen without taking into account whether some stories should be continued or not.

Perhaps they're only trying to find out Kero's illness and coming up with some sort of cure?

Doubtful. It's cheaper to euthanise pets than it is to give them surgery or medication.

ok so the first thing that bugs me is Tomoyo saying we can't 'afford' this.
That's a god damn lie I may not remember a whole lot of cardcaptors from my childhood but i do remember being incredibly envious of Tomoyo's financial situation, in other words I remember she was either 'loaded' or a rich kid running around with a video camera and pumping out costumes for Sakura every episode(was it actually?).

Pretty much. The joke is, "Sakura wants the vet to treat Kero, but Tomoyo doesn't think that they can afford it and thinks Sakura should look at cheaper options".
As hyuga points out, getting animals put down is... not expensive. The drugs used are cheap and it's not exactly a time-consuming process. Vets don't like doing it for obvious reasons and one of the measures they use to dissuade people can be a high sticker price... but, if there's good reason the prices can fall or vanish.
[I don't think the vet actually charged us when we had our dog put down. Something about four adults collapsing in full crying jag put them off, maybe. On the other hand, a bloke rocks up with a healthy labrador and asks, "can you do something about this one for me?" might get charged Somewhat More.]
OTOH: there's a lot of conditions that pets can develop that are really, really, really expensive. Cancers, organ failures, all sorts of stuff. Same as humans... but more expensive to treat because the volumes are less and the government funding not there.
So people with sick pets can have hard choices to make.
[it's not an abortion because you don't take your sick pet to your medical appointments.]

Okay. Kero just looked like he's drawn as being really old and really old pets are usually put down. Plus I thought the writers were trying to be as dark as possible.
