The concept of "slacker given second chance via boxing career" was done significantly better in RRR, and it helps that Ricky was more likable as well.

Theatrically released, eh? I liked this much more than you did Justin, but I got the feeling at the end they ran out of money and tried to hide the fact by being artistic. (Kind of like the charcoal scene in Gunbuster.) The scene I'm thinking of, I think is the last shots of the movie, it's a shot of the ring that had previously been light blue, with red, white and dark blue ropes, but with progressive camera angle changes the drawings are presented in increasingly un-painted states. Likely or unlikely?

I've seen this, and remember next to nothing about it. I like the character designs a lot, but it just left no impression.
Sadly, there's a lot of little films and OVAs like that. We old-school types tend to look back with rose-colored glasses, but there was a lot of junk years ago, too.
My teen years were in the 80's, and numerous times, I've heard a song from that decade come on the radio, thought "Oh, yeah!", cranked up the volume....and then remembered: I didn't even like that song back in the 80's.
